The problem

NDPIV DPI Programme explicitly targets 'Improved perception of investment climate' and 'Enhanced Capacity for evidence-based development management' - both require M&E instrumentation Uganda does not currently have at programme scale. NPA Annual Programme Performance Reports and Auditor General reports note the fragmentation of programme-level indicator capture across MDAs.

National Impact Assessment & M&E Dashboard: programme-level indicator capture, NDPIV alignment scoring per programme, evidence-grade scoring, automated indicator-roll-up from MDA data sources, and decision-support views for NPA and OPM.
